On the other hand, it may also require an increase in regulatory personnel. Overall, fewer government employees are needed, but the regulatory issues should not be ignored. If contracting out instruction should increase, increased state regulation of contractors may also.

The reformers are trying to change policies that cannot be changed within a governance structure that is taken for granted.
